The insignia of the Order of St. Anna was established on November 12, 1796 by Emperor Paul I to award the lower military ranks of the Russian Empire. "The insignia of the Order of St. Anna is defined as a reward of the lower military ranks for special feats and merits, not combat, in service or off duty, committed, but going out of the circle of those distinctions for which other existing awards complain. The insignia of the Order of St. Anna consists of a silver gilded medal, with the image of the Order's cross; on the back of the medal is carved the number under which the person with the badge is included in the list of those granted the badge. This sign is worn in a buttonhole with a ribbon bow."
