It was established on August 30 , 1814 by the manifesto of Emperor Alexander I. The cross was awarded to all priests of the Russian Orthodox Church from metropolitans to parish priests inclusive, who were in the rank before January 1, 1813. In 1816, it was allowed to award the pectoral cross and Protestant clergy. The issue of crosses began only in 1818 and lasted until the middle of 1829. The crosses were sent according to the lists submitted to the Synod from the provinces by diocesan bishops, and were issued with a corresponding act. About 40,000 pieces were minted and issued to the awardees. In 1912, the cross was allowed to be worn by priests – descendants of the awarded, the eldest in the genus.
